Hartwell Carson, RiverLink, French Broad Riverkeeper

Hartwell Carson is the French Broad Riverkeeper and is one of 172 waterkeepers that are networked through the Waterkeeper Alliance. As the Riverkeeper Hartwell is charged with being the eyes and ears of the watershed and works to monitor and cleanup environmental pollution as well as educating, inspiring, and empowering the citizens of the French Broad Watershed to revitalize this area to be a place to live, work, and play.


Bill Holman, Duke University, Director of State Policy, Nicholas Institute for Environmental Policy Solutions


Bill Holman is Director of State Policy at Duke University’s Nicholas Institute for Environmental Policy Solutions. He has extensive experience in legislative and administrative policy making at the state level. He served as Governor Jim Hunt’s Secretary of the Department of Environment & Natural Resources from 1999 – 2000. He worked as Executive Director of the NC Clean Water Management Trust Fund – a $100 million per year clean water incentives program – from 2001 – 2006. Holman lobbied the NC General Assembly on behalf of the Conservation Council of NC, NC Chapter of the Sierra Club, NC Chapter of the American Planning Association, NC Public Transportation Association, NC Chapter of the Nature Conservancy, and others from 1979 – 1997.

His current projects at the Nicholas Institute include state water allocation policy, state and local water efficiency policies, innovative strategies to improve protection of drinking water supplies, and tapping emerging markets for carbon credits and renewable energy to finance environmentally superior hog waste management processes.


Dr. Jerad Bales, USGS NC Water Science Center, Director


Dr. Jerad Bales is Director of the USGS North Carolina Water Science Center. Concurrent with his position with the USGS, he has served as Adjunct Professor at the Department of Geography at the University of North Carolina at Chapel Hill, and Visiting Assistant Professor in Forestry and Environmental Studies at Duke University. In addition to his work in North Carolina, Dr. Bales has participated in and provided consultation on water-resources investigations in more than 20 states, and is currently working with National Weather Service on a flood forecasting – flood mitigation project in India. Dr. Bales has authored more than 120 scientific articles and technical reports. He has received numerous awards for his government service with USGS, including the U.S. Department of the Interior Superior Service Award.


Representative Ray Rapp, NC House of Representatives, Haywood, Madison, Yancey Counties

Representative Rapp is Dean of the Adult ACCESS program at Mars Hill College, former Mayor and Alderman in the Town of Mars Hill, and seeking his fourth term as a member of the NC House representing District 118, Haywood, Madison and a part of Yancey Counties. He is Co-Chair of the House Education Appropriations Subcommittee; Vice Chair of the House Health Committee; Co-Chair of the Joint House-Senate Committee on the Agricultural Drought
Response; and Co-Chair of the House Select Committee on Comprehensive Rail Service for North Carolina. Rep. Rapp is also primary sponsor of the "Steep Slope Construction" bill that is making the news right now.


James McElduff, Altamont Environmental, Environmental Engineer

James McElduff has worked as an environmental engineer for 23 years and is one of the founders of Altamont Environmental, Inc. in Asheville, NC. His expertise includes groundwater evaluations and well design and he is an avid proponent of sustainable water management. Between 1998 and 2005, he served on the Buncombe County Planning Board; the last two years as chairman. During this period, he worked with the County Attorney and members of the Health Department board to write the first regulations for tracking the use of groundwater. Mr. McElduff is a
registered professional engineer in North Carolina and South Carolina.


Timothy Ormond, Altamont Environmental, Environmental Engineer

Timothy Ormond is a water resources engineer and project manager with Altamont Environmental, Inc. in Asheville, NC. He has over 15 years experience working throughout the U.S. on a diverse range of water resources and environmental projects, from small-scale design to regional-level planning. Throughout his career, one of his primary specializations has been stormwater management, with a more recent focus on low impact development (LID) and sustainable design. Before relocating to Asheville, he researched, designed, and managed stormwater BMP pilot projects in the Lake Tahoe watershed. Mr. Ormond is a registered professional engineer in North Carolina, Texas, Massachusetts, and California.


Mallory Martin, NC Wildlife Resources Commission, Fisheries Biologist
Mallory Martin is a fisheries biologist with the North Carolina Wildlife Resources Commission in Marion, NC. He has worked since 1984 in the management of sport fisheries, aquatic habitat, and public access throughout western NC. Recent projects include angler use and opinion
surveys of trout fishing in NC and land acquisition and fishing access programs.
